Municipal Planner and Development Officer

The Eastern District Planning Commission serves two Towns (Antigonish, Port Hawkesbury) and four rural municipalities (Counties of Antigonish, Inverness, Richmond and Victoria) in one of the most scenic parts of Atlantic Canada. We are presently accepting applications for the position of: Municipal Planner and Development Officer.

A working knowledge of the Nova Scotia land planning process (including the administration of a subdivision by-law), the Municipal Government Act, and software associated with a planning office is therefore essential for this position. The successful candidate will join a small team of professionals in helping to shape better communities in our area. Within months from your employment start, you will begin presenting planning files to municipal committees and Councils. Working for six municipalities at the same time, presents a variety of interesting files and you can expect an engaging work environment.

As a member of our team, under the supervision of the Director of Planning, the successful candidate will be a professional who can take initiative and work independently while keeping the rest of the team updated; someone who will perform a variety of tasks related to the provision of long and short-term policy and regulatory advice to our Municipal Councils as well as administering these documents by issuing approvals. Specific duties include responding to public inquiries; attending community, committee and council meetings; reviewing and preparing amendments to existing Municipal Planning Strategies and Land Use By-laws; and reviewing applications and issuing approvals.

Qualifications

The successful candidate will have a combination of planning experience and education which will have prepared them for the challenges of working with minimal supervision and with significant control over their schedule. Membership in the Canadian Institute of Planners is preferred. Must have a valid drivers’ license in good standing and the use of a personal vehicle. Building/Fire Inspector

The District Planning Commission provides building inspection, planning and development services for the Counties of Antigonish, Richmond, Victoria, Inverness and the Towns of Antigonish and Port Hawkesbury. We are looking for those interested in applying for our opening as a building/fire inspector.

As one of a team of building inspectors, this person will perform a variety of tasks primarily from the Arichat Office related to the administration of the Fire Safety Act and the National Building Code. Among the specific duties, this person will respond to public inquiries, receive and review building plans, issue development and building permits and inspect ongoing construction to ensure compliance with the National Building Code, do field work related to the issuing of civic addresses, do inspections related to the requirements of the Fire Safety Act, and the Dangerous and Unsightly Premises provisions of the Municipal Government Act and will be responsible for all of their own correspondence.

Qualifications

Priority will be given to applicants with certification as a CBO (Level 1 or 2) Building Inspector in the Nova Scotia Building Officials Association; however, District Planning will consider a Professional Engineer; Certified Engineering Technologist; or Certification from other Provinces as Equivalents. We do however encourage applicants with experience in the construction field as we have filled this position in the past at an Assistant Building Official level and then provided the required training for certification.

As well as the above, applicants will be able to deal with the members of the public in a tactful and professional manner; have a working knowledge of personal computers; hold a valid Drivers License and have access to a vehicle in good working order. The salary range for this position is $58,140 to $75,480, commensurate with experience, certification level or equivalent qualifications. Administrative Assistant/Bookkeeper

 

The District Planning Commission provides building inspection, planning and development services for the Counties of Antigonish, Inverness, Richmond, Victoria, and the Towns of Antigonish and Port Hawkesbury. We currently have an opening with the Commission for an administrative assistant/bookkeeper.

As one of a team of professionals, this person will perform a variety of tasks from our office in the Port Hawkesbury Civic Centre related to providing a full range of general office administration and basic accounting and bookkeeping services to the Commission including the preparation and proofreading of reports, assistance in compiling development related information and ensuring materials are properly stored and retrievable.

Qualifications

Priority will be given to applicants with a college diploma related to administrative support and/or the equivalent in education and experience. At a minimum we are looking for someone with up to 2 to 3 years of experience in administrative support roles (general office administration, computer experience and competency) and accounts payable/accounts receivable, and budget tracking. The ideal candidate will also have demonstrated written and verbal communications skills, numerical literacy and attention to detail; strong computer and software skills in Microsoft Office, virtual meeting software, etc. Experience working in an office environment in a municipal setting is an asset.

As well as the above, the ideal applicant will be able to deal with the members of the public in a tactful and professional manner; be able to work independently, be self-directed and exercise initiative. The salary range for this position is $46,920 to $61,200, commensurate with experience, certification level or equivalent qualifications.
