Manager of Planning Services

The Eastern District Planning Commission serves two Towns (Antigonish, Port Hawkesbury) and four rural municipalities (Counties of Antigonish, Inverness, Richmond and Victoria) in one of the most scenic parts of Atlantic Canada. We are presently looking for just such a person to join our team in the newly created position of Manager of Planning Services.

Under the supervision of the Director of Planning, you will join three planners, a development officer and GIS Technician in helping to shape better communities in our area. Within months from your employment start, you will begin presenting planning files to municipal committees and Councils. Working for six municipalities at the same time, presents a variety of interesting files and you can expect an engaging work environment. The Manager of Planning Services is responsible for providing daily support, leadership, coaching and mentoring to all members on the Planning Services Team during the process of preparing, updating, reviewing and writing the various Municipal Planning Strategy, Land Use and Subdivision By-laws. They will assist in the processing and review of development permits and subdivision applications, applications for municipal planning strategy amendments, development agreements, rezonings, variances and site plans.

Qualifications

As a lead member of our team, the successful candidate will be a professional who can take initiative and work independently while keeping the rest of the team updated; someone who will perform a variety of tasks related to the provision of long and short-term policy and regulatory advice to our Municipal Councils. A working knowledge of the Nova Scotia land planning process (including the administration of a subdivision by-law), the Municipal Government Act, and software associated with a planning office is therefore essential for this position. The successful candidate will have a combination of planning experience and education which will have prepared them for the challenges of working with minimal supervision and significant control over their schedule; a post-secondary degree in land use planning, or a related discipline; and membership in the Canadian Institute of Planners. Must have a valid drivers’ license in good standing and the use of a personal vehicle. The salary range (April 1, 2024) for this position is $81,600 to $105,060 commensurate to experience.

Municipal Development Officer

Under the supervision of the Manager of Planning Services, you will join three planners, six building officials and our GIS Technician in helping to shape better communities in our area. Working for six municipalities at the same time, presents a variety of interesting files and you can expect an engaging work environment. The Development Officer is responsible for the processing and review of development permits and subdivision applications, variances and site plans. There is also the opportunity to expand the position to include processing development agreement and rezoning applications.

A working knowledge of the Nova Scotia land planning process (specifically including the administration of a subdivision by-law and land use by-law), the Municipal Government Act, and software associated with a planning office (including an understanding of permit tracking software) is therefore essential for this position.

The successful candidate will have a combination of experience and education which will have prepared them for the challenges of working with minimal supervision and significant control over their schedule. A degree in land use planning, or a related discipline is required, and membership in the Municipal Development Officers Association of Nova Scotia (MDOANS) is preferable. You must have a valid drivers’ license in good standing and the use of a personal vehicle. The salary range (April 1, 2024) for this position is $61,200 to $79,560 commensurate to experience.
